The Issue:

Congressional Quarterly and other news sources are reporting that the White House is preparing a summer recess appointment of Daniel Pipes, a notorious bigot, to the Board of Directors of the United States Institute for Peace. On July 23 the Senate Health, Education, Labor and Pensions Committee declined to approve the nomination and postponed its vote after numerous senators raised serious concerns about Pipes' long record of racism, Arab and Muslim bashing, and support for the extreme right-wing in Israel. A summer recess appointment would temporarily install Pipes at the USIP Board without congressional approval, and would circumvent the normal democratic processes.
